Enable the Cheat mode code, then press Left, Right, Up, Down, A, L.
$15,000:
Enable the Cheat mode code, then press Left, Right, Up, Down, L(2).
Lower wanted level:
Enable the Cheat mode code, then press Left, Right, Up, Down, A, R.
Higher wanted level:

Toggle zero or six star wanted level:
